I think you just left out "k" in your original answer......

(a)  y=1.09x-0.77  ......   or in our case..... C(t) = 1.09t - 0.77

(b) For 1993, we have

y = 1.09 (93) -0.77  = about 100.6 colors or 101 colors [ rounded]
