If I read that the right way, the only one that remotely would fit the equation would be #2. So the answer is b

For now , just ignore the constant  5/9 *32

 

c = 5/9 f         when f changes 1    c changes   5/9    so A is true

                       when f changes 5/9   c changes 25/81...   not 1   so C is untrue

                          (as an aside when f changes 9/5   c changes 1 )

 

re-arrange  

9/5c = f                   when c changes 1   f changes  9/5  or 1.8     so B is true

 

D)  I  and II only
