how can you tell if a problem is proportional or not
I'm not sure what you mean....but.....if we have
a / b = c / d
These will always be proportional if a * d = b * c
For instance
2 / 3 = 12 / 18 because 2 * 18 = 3 * 12 → 36 = 36
