The distance from the center (-3,5) to the point (-6, -8) is the radius of the circle

r = sqrt ((-3 - -6)2+(5- -8)2= sqrt 3^2 + 13^2) = 13.34

(x-h) ^2  + (y-k)^2 = r^2

(x+3)^2 + (y -5)^2 = 13.34^2

(x+3)^2 + (y-5)^2 = 178

The only thing we need to do is  to find  r^2.....this is given by

(-6 - -3)^2  + (-8 - 5)^2   = r^2

(-3)^2 + (-13)^2   =    r^2

9  + 169   = r^2

178  = r^2

So  the equation using the center and r^2  is

( x - - 3)^2 + ( y - 5)^2  = r^2

(x + 3)^2  + (y - 5)^2  = 178
